Building more is always more expensive than using less. In conjunction with considering renewable energy, it is also wise to reduce consumption.

Often this is as simple as installing more efficient appliances and lightbulbs, turning off unused loads (including the obvious - lights, heaters and air conditioners when no one is in the room - and the less obvious, sometimes called phantom loads, like the blinking clocks on nearly every appliance that only go off when you physically pull the plug) and keeping buildings well insulated, with well-sealed doors and windows.
